Support placeholder translations in xx.yml

Description

Right now all translations should be specified in placeholders.yml. This way if someone adds a new language the “global” placeholders.yml should be modified.

This should be changed to use xx.yml files... For example:

en:
  placeholders:
    view_welcome_index_left: Content, welcome page (left column bottom)

At the same time translations in placeholders.yml should be supported as well. It should fall back to this translation if it's missing in xx.yml (or vice versa?). Why so? For new placeholders which should be possible to distibute in separate files!..
