Description
In addition to just creating users need to see known bugs (prehaps Orangutan should ask if user checked the list before reporting or even force user to view this list). Users also may need to “edit” bug reports - e.g. close (should ask about reason), comment etc... Another special context should notify creator if new bug report comes (or should this be done in Bug_Create).
