TOC items box should move as we click on the item

Description
TOC is now static at the beginning of the page.
If the wiki is long with lots of items, if we click on the item which is at the bottom of the page, we need to scroll again top to see the list of items of the wiki.
Insted if TOC items box move along with scroll bar it would make us easy to navigate from one item to another very quickly, since we can see TOC iteams alway as scroll bar moves.

In this case it would need to hover over the content this way preventing users from reading... So it should not just move!.. But also be minimized or transparent etc.
