Message to everyone in a project

Description
Just an idea:
Sometimes it’s really usefull to send a question to all users of a project, e.g., to ask everyone to check some issue, or to update a project and so on.
So I could add a permission e.g. :send_wiki_message_to_all and syntax like: <ask-everyone>...</ask-everyone> (these are just samples).
The text inside such message can appear as:
On almost every project page, e.g.:

Updated by This would really be awesome feature. I don’t know how it didn’t manage into base Redmine.
Combined with for instance wiki_extensions plugin it could be used to motivate everybody to vote.

With some options you could set up behavior, for instance a)weather to send notifications to all project users b) just let it be there in the text or use banner c) don’t render it after some date etc...

There is a plugin, redmine_banner. It does different things nevertheless it could be source of ideas.
